The Harmonic Wheel of Knowledge, Authority and Repair
No source becomes authority over a person without a visible chain, a bounded jurisdiction, a right of appeal, and an accountable consequence.
The center: the living person
At the center of the wheel is the person, or the people, a decision lands on. Everything else orbits that center. The purpose is not to make every claim agree. It is to keep every layer in proper relationship, so that no single layer (interpretation, measurement, authority or emotion) can silently dominate the person in the middle.
Between the center and every spoke sits one safeguard, the No Zero rule: no data field, label, score or absence may erase the person. Someone can have no income, no fixed address, missing documents, a low score, an allegation, a diagnosis or a record that does not fit the form, and still be a full human being with dignity, credibility, protection and a right to appeal.
The ten spokes

After Repair the wheel returns to Source, because repair creates new records, policies and outcomes that must themselves be preserved and examined.
Two rotations
Clockwise, how harm becomes operational: Source, then Selection, then Transformation, then Authority, then Application, then Consequence. This asks how a text, number, diagnosis, law or label became costly to a human being. For example: a data record, then a proxy chosen from it, then a risk score, then an institution relying on the score, then a housing denial, then a family left unstable. The harm sits in the decision chain, and the wheel shows which link has to carry accountability.
Counterclockwise, how truth is recovered: Consequence, then Decision, then Authority Transfer, then Transformation, then Relation, then Identity, then Source. This starts from the harm and walks backward: what decision did it, who held authority, where authority was stretched beyond its evidence, and what source was transformed to justify it.
The harmonic rule
The wheel is harmonic when no spoke can overpower the others without being tested by them. Every claim stays in proportion to the evidence, authority, uncertainty and human cost attached to it.

Three rings
Inner ring, human protections. Protect children. Respect elders. Heal adults. Preserve dignity. Safeguard bodily autonomy. Keep families from being needlessly destroyed. Keep animals and ecosystems from becoming collateral. Keep a real path to correction, appeal and repair.
Middle ring, evidence discipline. The original source, its version and provenance, a record of what was selected, a log of every transformation, the contradictions, the unknowns, the alternative explanations, evidence of intent kept separate from evidence of effect, a clear status (hypothesis, supported, established, contradicted or disproved), and the conditions that would reopen the finding.
Outer ring, accountability. Who made the decision, under what authority, invoking which rule. Who was affected and what happened to them. What appeal existed. What remedy is owed, and what record proves the repair actually occurred.
The red-line ring
Some situations call for protection before the full examination is finished: a credible risk of violence, abuse, trafficking, neglect, suicide or medical emergency; a child, elder, disabled person or animal with no safe exit; retaliation for reporting or asking for help; the immediate loss of housing, food, medicine, family contact or legal rights; evidence at risk of being destroyed; or an automated decision causing harm that cannot be undone with no real appeal. The rule is simple: safety first, full attribution second. If someone is in danger now, call 911.
The witness layer and the asymmetry meter
A system can keep perfect files and still silence the person who lived the consequence. The witness layer keeps the affected person's own account separate from institutional labels, gives them a right to respond, and refuses to treat trauma, emotion or imperfect memory as automatic disqualification.
Each spoke also carries an imbalance rating from 0 to 4, from parties with equal access to information and appeal (0) up to authority that can impose serious consequences with almost no exit, review or representation (4). The higher the imbalance, the more safeguards are required: independent review, interpreters and advocates, shorter review cycles, and a presumption against anything irreversible.
The repair arc
Repair is a path, not a single step, and it always starts in the same place:
- Stop harm. Halt the immediate dangerous action.
- Stabilize. Secure safety, housing, food, medical care, legal help and family contact.
- Tell the truth. Establish the record without making the harmed person prove their humanity again and again.
- Correct the record. Fix bad data, labels, denials, translations and public narratives.
- Restore what can be restored. Rights, access, resources, reputation, opportunity and connection.
- Account. Name the decision-makers, the authority, the failures and the remedies.
- Prevent recurrence. Change the policy, threshold, workflow, incentive or oversight that allowed it.
- Preserve the lesson. Keep the evidence and the failure path so it cannot be erased and repeated.
One permanent rule
No irreversible consequence may be imposed by a one-way system. Any system that can take a child, a home, liberty, a livelihood, medical autonomy, a reputation or basic dignity must have identifiable decision authority, reasons in plain language, access to the source, a way to correct errors, an appeal independent of the original decision-maker, a review date, human review of automated tools, a remedy for wrongful harm, and a preserved audit trail.
Use it yourself
For any situation you are examining, write down the person or population at the center, then walk the spokes clockwise (source through consequence) and counterclockwise (observed harm back to the source record), note the contradictions and unknowns, and finish with the repair arc: immediate safety, correction, accountability, restitution, policy change and the conditions that would reopen the finding.
